Never addresses WHY and specifically HOW the cloud is a better platform for DOD and military data access security. Sounds to me like a business pitch to save money for the government.

Indeed US intel communication systems will be targeted by enemies coming from around the world. The situation is not like during the cold war period. Now the adversaries are multiple and invisible. They would try to get through vulnerable individuals, who works closely with the US by infiltrating for example their smartphones. Therefore we need to secure those good people who work silencely for the US;
